Supplements to General Safety Regulation for vehicles

The General Safety Regulation (EU) 2019/2144 on type-approval requirements for motor vehicles as regards their general safety may be supplemented.  

The European Commission published two draft Commission Delegated Regulations supplementing Regulation (EU) 2019/2144 with regard to the driver drowsiness and attention warning systems and the alcohol interlock installation facilitation in motor vehicles.  The draft Regulations will amend the Annex II to Regulation (EU) 2018/858 on the approval and market surveillance of motor vehicles. 

The first draft Regulation contains suggested requirements for testing vehicles’ driver drowsiness and attention warning (DDAW) systems.  It provides a reference scale to be used by manufacturers and technical services to measure driver drowsiness. Manufacturers may choose, however, to use alternative measurement methods, in which case the process must be duly documented and equivalence to the reference scale set out in the Regulation has to be provided.  The Regulation (EU) 2019/2144 will mandate motor vehicles of categories M and N to be equipped with driver drowsiness and attention warning (DDAW) systems from 6 July 2022 for new types and from 7 July 2024 for all new vehicles. 

The second draft Regulation lays down detailed rules concerning the alcohol interlock installation facilitation in motor vehicles.  The objective of this initiative is to set out provisions with the view to facilitate the installation of alcohol interlocks in the aftermarket by requiring vehicle manufacturers to provide an installation document to give the necessary details to the technicians installing an alcohol interlock into a certain vehicle model. The requirements are based on the existing European standard (EN 50436).  Such interlock will not be mandatory but the Regulation (EU) 2019/2144 provides for such alcohol interlock installation facilitation in motor vehicles of categories M and N from 6 July 2022 for new vehicle types and from 7 July 2024 for all new vehicles.
