New emissions regulation in Singapore

Emission standards in Singapore get tightened

Singapore announced its intention to tighten its emission standards for vehicles. This should happen via the Draft Environmental Protection and Management (Vehicular Emissions) (Amendment) Regulations 2021.

The particle number (PN) limit for gasoline direct injection (GDI) vehicles is supposed to be tightened from 6×1012 to 6×1011 from 1 September 2021. This means an alignment with the current PN limit of the Euro 6 emission standard in the EU.

Article 4(1) of the draft Regulations states that every petrol driven motor vehicle (other than a motor cycle or scooter) to be registered in Singapore on or after 1 September 2017 shall conform to any of the standards for exhaust emission specified in the First Schedule for the class of motor vehicle to which that motor vehicle belongs.

The new limit is in accordance with Regulation (EC) No. 715/2007, Annex I, Table 2, as amended by Commission Regulation (EU) No. 459/2012 and also in line with Commission Regulation (EU) No. 2017/1151.

The objective of the new Regulation is protection of the environment and human health by controlling and prohibiting the emission of air impurities. Ultrafine particles (i.e. PN) are a hazard to public health, hence the Singapore’s attempts at limiting their emissions as much as possible.
