New draft vehicle type approval regulation in Moldova
Recently the Moldovan government has announced a draft version of the Law on the approval and market surveillance of vehicles and their components
The Law (Lege privind omologarea și supravegherea pieței vehiculelor și pieselor componente pentru acestea) will partially transpose the provisions of the Directive 2007/46/EC of the European Parliament and of the Council of 5 September 2007 establishing a framework for the approval of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles.
The Law establishes the whole vehicle type approval system in Moldova, determines the relevant procedures and obligations of authorities, manufacturers, and importers as well as sanctions. It also contains a recognition of UNECE regulations in Moldova.
An interesting provision diverging from the EU is that, if the Law is adopted, manufacturers of road vehicles or their authorized representatives will have the obligation to provide equipment and spare parts, as well as the necessary service, both during the sale of new road vehicles and after its termination, for a period of at least 8 years, calculated from the date of sale of the last batch of vehicles, directly or through authorized third parties.
