Data exchange system for certificates of conformity
A couple of days ago, the European Commission decided where OEMs and type approval authorities will have to share and exchange data of certificates of conformity for vehicles
According to the Regulation (EU) 2018/858 on the approval and market surveillance of motor vehicles, the European Commission was supposed to adopt implementing acts setting out, among others, the means of exchange of the data of the certificate of conformity in electronic format.
In the draft Implementing Regulation published recently, the Commission decided to designate the European Vehicle and Driving Licence Information System (EUCARIS) for the exchange of that data. The manufacturer shall make available the certificate of conformity to any national access point of EUCARIS of the type-approval authority that has granted the whole-vehicle type-approval. This should be made in accordance with the format and structure of the data elements and standardised messages set out in Article 2 of the Implementing Regulation.
The manufacturer and the approval authority shall use the standardised Initial Vehicle Information (IVI) messages established by EUCARIS for the exchange of the certificates of conformity as structured data in electronic format.
