New CNCA rules for motorcycles and electrical bikes
Updates to the Chinese CCC certification for motorcycles and electrical bikes
Recently, the Certification and Accreditation Administration of China (CNCA) released Compulsory Product Certification Implementation Rules for Motorcycles (CNCA-C11-02: 2021) and Compulsory Product Certification Implementation Rules for Electrical Bicycles (CNCA-C11-16: 2021), both of which came into force on 1 July. These will replace previous versions, CNCA‑C11‑02: 2014 and CNCA‑C11‑16: 2018.
One of the most important changes in the new versions is that certificates can now be issued in electronic form as PDFs. Moreover, a clearer division of responsibilities between authority, auditors and test laboratories is made. Regular inspections are still required after certification.
Starting from July 1, 2021, the designated certification bodies shall accept certification commissions in accordance with the new version of the rules. The valid compulsory product certification certificates that have been issued can continue to be used, and the conversion of certificates shall be completed by natural transition methods such as expired certificates, product changes, and standard version changes.
