General Product Conformity | Brazil
INMETRO and ANATEL also react to COVID-19
Special measures for re-certification were announced by INMETRO. Also ANATEL announced measures to ease the renewal process for radio equipment
At the beginning of March 2020, the Brazilian regulator for product safety INMETRO published the Ordinance 79 whose aim is to facilitate the re-certification process of products disrupted by the COVID-19 pandemic.
As a part of the renewal of the INMETRO certification, the Product Certification Bodies (OCP) normally carry out conformity assessment of production sites (factory audits). However, due to the current situation, they can decide not to perform the audit in the factories situated in countries affected by the pandemic. Such decision should be made after a risk analysis based on the records of the latest internal audits, critical analyses of the company’s top management and its complaints handling.
In case of a positive decision, the inspection can be postponed, and the re-certification documents will be issued without it. Nevertheless, the inspection must be carried out within a maximum period of 6 months, counting from the date on which the decision is made by the Product Certification Body. If the decision about the audit postponement is negative, the INMETRO certificate will be suspended.
The telecommunication regulator ANATEL, for its part, introduced a facilitation for the renewal of Certificates of Conformity of radio products which expire before 31 June 2020. For the renewal, a simple declaration will be sufficient instead of product photos and test reports.
