Korea harmonizes autonomous driving standards

Recently the Korean Ministry of Land, Infrastructure and Transport has released a revision of “Rules on the Performance and Standards for Motor Vehicles and their Parts“.

This amendment shall update the automated driving systems (ADS) requirements of the KMVSS, which were introduced in 2019, to include and harmonize the standards for commercialization of automated vehicles (Level 3) with the international regulation (UN R157 and its Supplement 1).

The main benefit of these changes is seen in a reduction of development effort and associated costs for manufacturers, as well as compliance with national and international standards. In addition, the amendment is expected to increase the safety of Automated Driving Systems (ADS) under an equivalent international regulation and to support and facilitate the commercialization of automated vehicles in a timely manner. Further advantages are harmonization, reduction of trade barriers and facilitation of trade in the relevant industry generally.

The new Standard focuses among other on the harmonization with the UN R157 regarding the Driver Availability Recognition System (Draft Table 27 §2 related to Article 111-3) and performance requirements of Automated Lane Keeping Systems (ALKS) (Draft Table 27 §1 related to Article 111-3).

The amendment only affects new type vehicles and is scheduled to come into force in September 2022 at the earliest.
