The California Highway Patrol proposes to amend regulations

The CHP proposes to amend certain regulations in Title 13, of the California Code of Regulations (CCR), regarding noise measurement procedures. 

The proposal mainly focuses on noise measurement procedures for new Motor Vehicles. Those would adopt the currently most recognized Society of Automotive Engineers SAE International standards. 

This amendment removes obsolete SAE test procedures currently contained in Title 13, CCR, Section l 046, and adopts the latest recognized SAE standards. Further it also amends to delete sections citing authority and to add a definition for the terms “sound” and “noise” in Title 13, CCR, Section 1041. 

The proposed regulations will continue to provide non-monetary benefits by protecting the health, safety, and welfare of residents, workers, and the environment by establishing procedural standards for sound level measurements to be used by manufacturers of some new motor vehicles.  

This would mean that, for example new heavy trucks with a manufacturer’s gross vehicle weight rating (GVWR) of more than 10,000 pounds (4,537 kg) that are subject to 40 CFR, Part 205, are required to be tested in accordance with the new standardized procedures.
